Gun licence for sport shooting in Brazil

This guide covers the road to shooting your own guns as a sport shooter in Brazil: the CAC registration, the psychological report and the handling test, habitualidade (the activity requirement), the three levels and what each allows, renewal, storage and transport, and what happens if you fall short. Every requirement names the article it comes from.

The rules are Lei 10.826/2003, the Estatuto do Desarmamento, and its regulation, Decreto 11.615/2023, which the Supreme Court upheld in 2025. Since 1 July 2025 the Polícia Federal, not the Army, registers sport shooters, under its own Instrução Normativa DG/PF 311/2025.

The 2023 rules and the Federal Police

Army to Federal Police, 1 July 2025

Decreto 11.615/2023, of 21 July 2023, is the regulation of the Estatuto do Desarmamento in force today. It replaced the earlier rules for CACs (colecionadores, atiradores desportivos e caçadores: collectors, sport shooters and hunters), and set the three levels, habitualidade, the limits on guns and ammunition, and a three-year term for a CAC’s gun registrations. The Supreme Court upheld it, with its transitional 2023 predecessor, in ADC 85; the virtual judgment ended on 24 June 2025.

The decree also ordered the registration of CACs moved from the Army to the Polícia Federal under a cooperation agreement between the two ministries (art. 6). That agreement, signed on 18 September 2023, and its first addendum, of 26 December 2024, set the date: the Polícia Federal took over on 1 July 2025, the day its Instrução Normativa DG/PF 311/2025 came into force (IN 311, art. 86). Its units opened the services in stages: the guia de tráfego everywhere from 1 July, and the CR, purchases, CRAF renewals and level changes state by state between 16 July and 29 August 2025 (Portaria DG/PF 19.040/2025).

Decreto 12.345/2024, in force since 31 December 2024, changed the decree again:

  • Habitualidade is now proved with a gun of each type, not for each registered calibre (art. 35).
  • Semi-automatic rifles in .22 LR or smaller became guns of permitted use (art. 11, IV). For air guns, see Air rifles.
  • A new category, the atirador desportivo de alto rendimento (high-performance sport shooter), has more guns and ammunition (arts. 38-A to 38-H).
  • Shooting clubs need a security plan and must report who attended, collected by biometric or face-recognition checks (art. 38).
  • CACs may not transport guns or ammunition on election day or in the 24 hours before and after, and clubs close (art. 79-A).

Before it took over, the PF said it would at first control only the guns, and that ammunition, accessories and related materials would stay under the Army (PF, Dúvidas frequentes, February 2025). Since then, the joint Army–PF ordinance of 2025 covers restricted-use ammunition and accessories, and the PF’s Armas page keeps reloading machines and inputs with the Army; no later source covers permitted-use ammunition. New applications for a CR go through the PF’s Portal PF system; applications begun in the older Sinarm-CAC system stay there until they are decided (gov.br).

Your first registration

Club, documents, tests, application, a firearm at 25
  1. Join an entidade de tiro desportivo, a shooting club, school, federation or confederation registered with the Army, and get proof of your membership (Decreto 11.615/2023, art. 2, XXVI; IN DG/PF 311/2025, art. 18 § 2º, II).
  2. Collect the certidões de antecedentes criminais (criminal-record certificates) of the Federal, State or District, Military and Electoral courts for every place you lived in the last five years, proof of lawful occupation, and proof of residence for the same five years. You must not be under police investigation or facing criminal proceedings (Decreto, art. 15, IV–V and § 4º; IN 311, art. 18 § 2º).
  3. Take the psychological assessment with a psychologist accredited by the Polícia Federal. The laudo (report) is valid for at most one year (Decreto, art. 15, VII; IN 311, art. 18 § 4º).
  4. Within a year of being found fit, pass the handling test with an instructor accredited by the Polícia Federal (IN 111/2017-DG/PF, art. 2 § 7º; see the next section).
  5. Sign a declaration that you will prove the habitualidade and, if you are 25 or over, the Declaração de Segurança do Acervo (DSA): that your home has a safe or a locked place for your guns, kept unloaded, and that you will keep them from minors (IN 311, art. 18 § 2º and § 5º).
  6. Apply online to the Polícia Federal and pay the R$ 100 fee. The PF unit for your home address decides; the PF estimates 60 to 90 days. A refusal can be appealed to the PF Delegacia (IN 311, art. 18; gov.br).
  7. From the age of 25, ask the PF for an authorisation to buy a firearm, at R$ 25, with the same kinds of documents as for the CR again: the criminal-record certificates, proofs of occupation and residence, a declaration that you are not under investigation or prosecution, the storage declaration, a handling certificate, a psychological report no more than a year old, and, after your first 12 months, proof of habitualidade. The authorisation is valid for 180 days. Buy from a dealer, then register the gun for its CRAF, at R$ 88. The dealer hands the gun over only against the CRAF and a guia de tráfego (IN 311, arts. 18 § 4º and 54; gov.br).

For your first 12 months you are level 1 (IN 311, art. 73). A firearm bought for sport may be used only for the activity it is registered for on your CR (Decreto, arts. 18 § 1º and 31 § 2º).

Without a CR you may not shoot firearms recreationally at a club (Decreto, art. 34 § 6º).

Handling test and psychological report

With every purchase and renewal

Every adult’s CR application needs a comprovante de capacidade técnica (proof of technical capacity) from an instructor accredited by the Polícia Federal. It attests that you know the concepts and safety rules for firearms and the basic parts of a gun, and that you showed you can use one in an assessment by the instructor (Decreto 11.615/2023, art. 15, VI and § 5º).

Under the PF’s IN 111/2017-DG/PF, the test has a written part and a shooting part at a range, and the instructor’s report records where and when it was taken and the marks of both parts. It must be taken within a year after the psychological assessment found you fit (art. 2, § 4º, § 7º and § 9º).

The application also needs a conclusive laudo de aptidão psicológica (psychological fitness report) from a psychologist on the PF’s staff or accredited by it, at most one year old (Decreto, art. 15, VII; IN DG/PF 311/2025, art. 18 § 4º). Under the decree, the psychologist and the instructor are chosen electronically, in turn and at random, and they enter the results in the system themselves (art. 65).

The law caps their fees: the psychologist may charge no more than the average fee in the Conselho Federal de Psicologia’s table, and the instructor no more than R$ 80 plus the cost of the ammunition (Lei 10.826/2003, art. 11-A).

Both are asked for again with each purchase authorisation, each CRAF renewal and each CR revalidation, and the psychological report must then be no more than a year old (IN 311, arts. 18 § 4º, 22 § 2º and 54 § 1º; Decreto, art. 25 § 1º).

Beyond the two tests, no club badge or competition score is asked for; what you must show is the habitualidade.

Habitualidade (activity)

8 a year per type of gun at level 1, more at levels 2 and 3

Habitualidade (habitual practice) is Brazil’s activity requirement. You commit to it when you apply for the CR, and the Polícia Federal asks for the proof when you buy a gun, renew a gun’s CRAF, ask for a guia de tráfego, change level and revalidate your CR (Decreto 11.615/2023, art. 35; IN DG/PF 311/2025, arts. 22, 54 and 71; gov.br).

What each level must show
LevelRequirementOverSource
Level 18 trainings or competitions at a shooting club, on separate occasions12 monthsDecreto, art. 35, I
Level 212 trainings at a club and 4 competitions, 2 of them at state, district, regional or national level12 monthsDecreto, art. 35, II
Level 320 trainings at a club and 6 competitions, 2 of them national or international12 monthsDecreto, art. 35, III

The count is per type of gun you hold, with one gun standing for its type. The decree names six types: handguns, repeating rifles and repeating shotguns of permitted use, and handguns, rifles and smoothbore guns of restricted use (art. 35, citing arts. 11 and 12). The rules do not say whether a club’s or a lent gun can stand for a type. Your level is the lowest one you prove across your types (IN 311, art. 74).

Trainings must be at a shooting club and on separate occasions; no rule sets how many shots or how long a training must be. The proof comes from the clubs, from their records of the trainings and competitions they hold, and clubs report who attended through biometric or face-recognition checks. An international competition is certified by the sport’s national governing body (IN 311, art. 72; Decreto, art. 38 § 5º, III).

Competitions above club level run through the federations: a state event needs membership of that state’s federation, and a national event of CBTE needs registration with CBTE through a federation (CBTE, Perguntas Frequentes).

Moving up a level takes 12 months at the level below, and a new shooter is level 1 for the first 12 months from the CR. A change of level is requested from your PF Delegacia by e-mail, with the proof of trainings and competitions, and costs R$ 50 (Decreto, art. 35, sole paragraph; IN 311, arts. 71 § 2º and 73; gov.br).

At revalidation you show the trainings or competitions for the three years of the CR’s term (IN 311, art. 22 § 3º, II, and § 4º). For shooters who were already registered, the proof is required only from 12 months after the Army’s Portaria 166-COLOG was published on 27 December 2023 (art. 22 § 8º), and the rule refusing revalidation counts the eight a year from IN 311’s entry into force on 1 July 2025 (art. 75).

A sport shooter who cannot prove at least eight trainings or competitions at a club every 12 months, with a gun of each type, does not get the CR revalidated, unless the Polícia Federal accepts a reason of force majeure. The CR is then cancelled, and a new one can be applied for only after 12 months (IN DG/PF 311/2025, arts. 22 § 5º, § 6º and § 13, 30 § 1º and 75).

A shooter affiliated to a national confederation or league that the 2025 ordinance recognises (one recognised by ISSF or IPSC, or a league affiliated to or endorsed by such a confederation) can qualify as an atirador desportivo de alto rendimento: with a top-ten place in a national ranking, or top three for the extra guns; with a top-twenty place, or top three for the guns, when representing Brazil in an international ISSF or IPSC competition; or by being in Brazil’s team at the Olympic, Paralympic or Deaflympic Games, or picked for an ISSF or IPSC world championship. Habitualidade is then shown with one gun registered in your name for each kind of use, permitted and restricted, and more guns and ammunition are allowed (Decreto, arts. 38-A to 38-H; IN 311, art. 71; Portaria Interministerial MESP/MJSP 30/2025, arts. 2 and 6–7). For shooters who compete only with air guns, see Air rifles.

The CR and the CRAF: three years each

Apply 30 days ahead

The CR is valid for three years from its grant or its last revalidation. A CR granted or revalidated while Decreto 9.846/2019 was in force keeps the term it was given; that decree gave ten years (IN DG/PF 311/2025, art. 17, as amended by IN 322/2025; Decreto 9.846/2019, art. 1 § 2º).

Apply to revalidate at least 30 days before the CR expires; if you do, it stays valid until the decision. You need the same documents as for the first CR, the habitualidade for the term, and a valid CRAF for every gun you hold. The fee is R$ 50 (IN 311, arts. 22–23; gov.br). The Polícia Federal may inspect where you keep the guns. Under IN 311, missing a scheduled inspection can suspend the CR, and missing it more than twice can cancel it (art. 34), but the PF’s revalidation page warns that missing the inspection or not letting the team in leads to the CR’s cassação (gov.br).

Each gun’s CRAF is valid for three years (Decreto 11.615/2023, art. 24, I). Start its renewal at least 30 days before it expires. The decree asks again for the conditions of its art. 15, III–VII, which include the handling test and the psychological report, and the PF’s renewal page also asks a sport shooter for proof of trainings and competitions. The fee is R$ 88 for each gun (Decreto, art. 25 § 1º; IN 311, art. 69, as amended by IN 330/2026; gov.br).

A CAC’s CRAF issued before 21 July 2023 got a three-year term from that date (Decreto, art. 80, sole paragraph). For those still valid on 20 July 2026, renewal is spread over a year by the owner’s birthday month. Until the deadline the CRAF stays regular in the Sinarm system, but you must keep meeting the clean-record and handling requirements throughout, or it can be revoked at any time; missing the deadline brings the steps below, and does not shield you from criminal penalties (IN 311, art. 81-A, added by IN 330/2026):

If a CRAF is not renewed in time, the Polícia Federal notifies you electronically, and you have 60 days to hand the gun in for compensation, transfer it, or renew. If you do nothing, the PF opens a cassação of the CRAF and seizes the gun, its accessories and ammunition at once, and you risk the crimes of Lei 10.826/2003, arts. 12 and 14; while the irregularity lasts you may not buy guns or ammunition or get a passport issued or renewed (Decreto, art. 26).

Changes to your details must be registered within 15 days, or the CR can be suspended, and the Polícia Federal asks you to confirm your details once a year (Decreto, art. 20; IN 311, art. 19).

Firearms of restricted use are for level 3 and high-performance shooters only. At level 3 they are an exception: up to four, with up to 6,000 of their cartridges a year, strictly as the sport needs, and never automatic weapons. The Polícia Federal decides first, and the Army must then authorise the gun (Decreto 11.615/2023, arts. 37 § 3º–4º and 38-C; IN DG/PF 311/2025, arts. 59 § 2º and 61).

A level 3 shooter who shows a need tied to training or competition may be authorised to buy more guns of permitted use, and more ammunition for them, than the limits (Decreto, art. 37 § 5º). Ammunition must match the guns on your CR (art. 37 § 1º).

If at revalidation you hold more guns than your proven level allows, or guns of a kind of use it does not allow, they must be transferred, or handed to the Polícia Federal for destruction, within 90 days of the notice refusing the revalidation, and the CR is not revalidated until then. Guns of restricted use bought before 21 July 2023 are exempt (IN 311, art. 22 § 10–12; Decreto, art. 79).

Air guns, collectors, hunting and home defence

Other rules
  • Air guns: see Air rifles below.
  • Collectors: collecting is a separate activity on a CR, chosen when you apply or added to an existing CR by apostilamento, from the age of 25, without club membership or habitualidade. A collection holds one gun of each type, make, model, variant, calibre and origin, and guns of the acervo de coleção (a design first made 40 or more years ago) may not be fired or have ammunition bought for them, except at authorised events (Decreto, arts. 2, XV, 31 § 1º, 41 and 42; IN DG/PF 311/2025, art. 22 § 3º; gov.br).
  • Hunting: the caça excepcional activity is only for controlling invasive species, with a document from Ibama, the environment agency, from the age of 25, for up to six guns, two of them of restricted use, and up to 500 cartridges a gun a year. Subsistence hunting is a separate carry permit for rural residents over 25 (Decreto, arts. 32, I, 39 and 40).
  • Home defence is a different registration with the Polícia Federal, for up to two guns with 50 cartridges a gun a year; that CRAF lasts five years. A firearm registered for sport may be used only for sport (Decreto, arts. 15 § 2º, 18 § 1º and 24, II).

Air rifles

Permitted use up to 6.35 mm; restricted above
Permitted use
Neither the Estatuto nor the decree asks for a licence to own an air gun of 6.35 mm calibre or less. Air guns worked by gás comprimido (compressed gas) or by mola (a spring) are of uso permitido (permitted use) up to that calibre. The decree draws the line by calibre and sets no energy limit.Lei 10.826/2003; Decreto 11.615/2023, art. 11 § 1º
Army registration
Air guns are products the Army controls, and its regulation of controlled products makes anyone who uses a controlled product register with the Army. The regulation exempted individuals who use air guns until Decreto 11.366/2023 revoked the exemption. The Army’s Portaria 56-COLOG/2017 still exempts them; whether that holds without the regulation’s exemption is not settled.Decreto 10.030/2019, Anexo I, arts. 6 and 7, caput and § 1º, III, and Anexo II; Decreto 11.366/2023, art. 32, IV, c, 2; Portaria 56-COLOG/2017, art. 2 § 1º, II, a (wording of Portaria 41-COLOG/2018)
Air guns alone
Whether sport shooting with air guns alone needs a CR is not settled. The decree defines the atirador desportivo (sport shooter) as a person registered through a CR who shoots with a firearm or compressed air, and IN 311 makes registration compulsory for sport shooting, exempting only airsoft and paintball. Against that, the decree’s article on sport shooting, which grants the CR, is written for firearms.Decreto 11.615/2023, arts. 2, XVII, and 34, caput; IN DG/PF 311/2025, arts. 10 and 15
On the CR
A sport shooter may have an air gun of permitted use entered on the CR by apostilamento, on request. IN 311 speaks of air guns entered in a sport shooter’s acervo (the list of guns belonging to a registered shooter), and sets how the acervo is kept (see Storage and transport). The decree’s limits on how many guns each level may acquire are for firearms.Decreto 11.615/2023, arts. 11 § 1º and 36; IN DG/PF 311/2025, arts. 2, I, 41 and 46
Age
Neither the Estatuto nor the decree sets an age for acquiring or owning an air gun of permitted use: the age of 25 (see Under 18) is for firearms.Lei 10.826/2003, art. 28; Decreto 11.615/2023, arts. 15, I, 32, 34 and 41
Selling to minors
The ECA (Estatuto da Criança e do Adolescente, the children’s statute) forbids selling armas (arms) to a child or adolescent, anyone under 18. Selling, supplying, even free, or handing one over to them in any way is a crime, with three to six years’ reclusão (imprisonment). The ECA does not define arma or name air guns.Lei 8.069/1990 (ECA), arts. 2, 81, I, and 242
Younger shooters
Whether the decree’s age rules for sport shooting reach air rifles is not settled. Its bar under 14 (see Under 18) is in its section on hunting, sport shooting and collecting firearms, and its rules for 14–17-year-olds in its article on sport shooting with firearms. Yet its definition of the sport shooter names compressed air (see Air guns alone), and that article also allows airsoft and paintball from 14 without a CR.Decreto 11.615/2023, arts. 2, XVII, 32, II, and 34, caput, § 1º and § 3º
Carrying and transport
The Estatuto’s crimes of carrying or transporting a gun without authorisation are for firearms. Under the older Lei das Contravenções Penais, carrying an arma outside your home without the authority’s licence is a contravenção (misdemeanour), with 15 days to six months of prisão simples (simple imprisonment), a fine, or both. That law does not define arma. A guia de tráfego (transport permit) may be issued for an air gun entered on a sport shooter’s CR.Lei 10.826/2003, arts. 14 and 16; Decreto-Lei 3.688/1941, art. 19, caput; IN DG/PF 311/2025, art. 41
Where you may shoot
Neither the Estatuto, the decree nor IN 311 says where an air gun of permitted use may be fired. The decree’s rule on where sport shooting takes place, and the Estatuto’s crime of firing in an inhabited place or near one, or on or towards a public road, are both written for firearms.Decreto 11.615/2023, art. 34; Lei 10.826/2003, art. 15
Wild animals
Killing, pursuing, hunting or catching wild animals without the competent authority’s permission is a crime, with six months to a year of detenção (detention) and a fine. The 1967 law on the protection of fauna also bans hunting or catching them in urban and suburban areas and villages, within 500 metres of a railway or public road, and in public parks and gardens.Lei 9.605/1998, art. 29; Lei 5.197/1967, art. 10, e, g and i
Careless keeping
Under the Lei das Contravenções Penais, not taking the care needed to stop a person of unsound mind, a person under 18 or one inexperienced with arms from easily taking an arma you have is a contravenção, with 15 days to three months of prisão simples or a fine. That law does not define arma.Decreto-Lei 3.688/1941, art. 19 § 2º, c
Above the limit
Air guns over 6.35 mm calibre, other than paintball markers, are of uso restrito (restricted use), and acquiring one, entering it on a CR and using it follow the decree’s rules. Neither the decree nor the Polícia Federal’s IN 311 says which of the rules for restricted-use firearms apply to them, or which authority authorises them.Decreto 11.615/2023, arts. 11 § 2º and 12, II
Look-alikes
Making, selling, trading or importing toys, replicas and simulacros (imitations) of firearms that can be mistaken for them is banned, and the decree classes them as of uso proibido (prohibited use). It excepts those classified as armas de pressão.Lei 10.826/2003, art. 26; Decreto 11.615/2023, art. 14, II
Air gun or firearm
In the Army’s regulation of controlled products, an arma de pressão (air gun) drives its projectile with compressed gas, which is stored beforehand or produced by a mechanism such as a spring-driven piston. An arma de fogo (firearm) uses a burning propellant.Decreto 10.030/2019, Anexo III

A shooter who competes only in air-gun events gets none of the extras of an atirador desportivo de alto rendimento (see Habitualidade): its own rule for habitualidade, more guns and ammunition, and a guia de tráfego for every stage of the national calendar (Portaria Interministerial MESP/MJSP 30/2025, art. 7, sole paragraph; Decreto 11.615/2023, arts. 38-B to 38-E).

Decreto 12.345/2024 (see The 2023 rules and the Federal Police) raised the line from 6 to 6.35 mm, wrote into the decree that a sport shooter may have air guns of permitted use entered on the CR on request, and put larger ones under the decree’s rules (Decreto 11.615/2023, arts. 11 § 1º–2º and 12, II).

Not yet law: in the Câmara dos Deputados, PL 2.075/2025 would let basic-education schools offer sport shooting with air guns under 6.35 mm, airsoft or paintball as an extracurricular subject for pupils from 14. PL 2.351/2023, on selling airsoft guns to children and adolescents, is attached to PL 2.906/2022, for which a committee rapporteur proposed a substitute text in October 2025.

The substitute text would name air guns and airsoft guns in the ECA’s crime of selling or giving arms to anyone under 18 (see Selling to minors), extend it to giving them a shooting course with any gun, and write into the Estatuto do Desarmamento a bar on sport shooting under 18, except from 14 with a court’s authorisation, that the decree already sets in its rules for firearms (see Younger shooters). On 13 October 2026 no committee had voted on these bills or on that text (PL 2.906/2022, Parecer da Relatora, CPASF; Câmara dos Deputados).

Under 18, and from 18 to 25

From 14 with a court; own firearms from 25

No one under 14 may practise sport shooting (Decreto 11.615/2023, art. 32, II). From 14 to 18 a CR can be granted as an exception: with a court’s authorisation after an individual assessment and proof of psychological fitness, only at places the Polícia Federal has authorised, always with a legal guardian present, and only with the club’s or the guardian’s guns (art. 34 § 1º; IN DG/PF 311/2025, art. 13). The guardian signs the habitualidade declaration (IN 311, art. 18 § 2º, III).

From 18 to 25 you hold an ordinary CR but shoot the club’s firearms and ammunition (Decreto, art. 34 § 2º). IN DG/PF 311 also allows a registered firearm another sport shooter lends you, if you carry the authorisation for it (art. 13, II, and § 2º). You need no storage declaration, since you cannot buy firearms or ammunition (IN 311, art. 18 § 5º).

Buying a firearm takes 25 years of age, for sport shooters as for everyone outside the groups the law names, such as the armed forces and the police (Lei 10.826/2003, art. 28; Decreto, art. 15, I and § 1º; IN 311, art. 54 § 2º).

Storage and transport

A locked safe at home; a guia de tráfego to the range
  • Keep your guns unloaded in a safe, a metal box or another container that is hard to remove, with a reinforced lock opened by code, biometrics or key, in a room with masonry walls, floor and ceiling (IN DG/PF 311/2025, art. 46). The security of your guns is your responsibility, and your DSA declaration states it (art. 45; Decreto 11.615/2023, art. 15, VIII).
  • Not taking the precautions needed to stop a person under 18, or a person with a mental disability, from taking a firearm you hold or own is a crime, with one to two years’ detention and a fine (Lei 10.826/2003, art. 13).
  • You may register a second address for your guns, anywhere in Brazil (IN 311, art. 29).
  • The Polícia Federal may inspect your guns where you keep them or at your club. Refusing access can suspend the CR and open a sanctioning procedure (IN 311, arts. 34 and 50), and the PF’s revalidation page warns that missing an inspection or not letting the team in leads to the CR’s cassação (gov.br).
  • Report a lost or stolen gun to the Sinarm-CAC system at once, and send the police report within ten working days (IN 311, art. 81).

To take a firearm to the range or a competition you need a guia de tráfego (transport permit) from the Polícia Federal, at R$ 20. The gun travels unloaded, with its ammunition in a container of its own, on the route the guia states. A guia for training lasts at most six months, one for a competition at most a month, and none outlasts your CR. It is not a carry permit (Decreto, arts. 21 and 33 § 1º; IN 311, arts. 36–42; gov.br). For a sport gun the PF asks for proof of habitualidade with the application (gov.br).

On election day and in the 24 hours before and after, CACs may not transport guns or ammunition anywhere in Brazil, and shooting clubs are closed (Decreto, art. 79-A).

If you do not meet the requirement

No revalidation; 90 days for the guns

A sport shooter who cannot prove at least eight trainings or competitions at a club every 12 months, with a gun of each type, does not get the CR revalidated, unless the Polícia Federal accepts a reason of force majeure. The CR is then cancelled, and a new one can be applied for only after 12 months (IN DG/PF 311/2025, arts. 22 § 5º, § 6º and § 13, 30 § 1º and 75).

When a CR is cancelled, you have 90 days from the cancellation to transfer your guns to someone authorised to hold them or hand them in to the Polícia Federal. A new CR is the other way out only where no waiting period bars it: 12 months after a refusal for habitualidade, five years after a cancellation that followed a cassação. The PF may extend the 90 days once, exceptionally, on a reasoned request; after that it tells the judicial police that you hold the guns unlawfully (IN 311, arts. 30 § 4º, 31 and 75).

If you lose a requirement, the Polícia Federal opens a cassação (revocation) of the CRAF. Being indicted in a police investigation, an arrest warrant, or a court accepting a criminal charge against you counts as losing the clean-record requirement, for every gun you own, and in a case of domestic violence against a woman the gun is seized at once. The PF may suspend the registrations at once and seize the guns. If the CRAF is revoked you have 15 days to choose between handing the guns in for compensation and transferring them, or face the crimes of Lei 10.826/2003, arts. 12 and 14 (Decreto 11.615/2023, art. 28). If the CR itself is cancelled after a cassação for loss of the legal requirements, a new CR can be applied for only five years after the cassação (IN 311, art. 30, III and § 4º).

Outward signs of lost psychological fitness can also suspend a CRAF and lead to seizure; an appeal needs an exam, at your own cost, before a board of three accredited psychologists (Decreto, art. 62).

Keeping a firearm of permitted use at home against the law or the regulation is a crime, with one to three years’ detention and a fine (Lei 10.826/2003, art. 12).

How Shooter helps

Counts qualifying days per gun

Habitualidade is a count over 12 months, and the Shooter app can keep it with figures you set. It has no Brazilian defaults, and it counts nothing for a gun until you set them. Set “Shots for an approved session” to 1, since Brazil sets no minimum for a training; “Sessions per gun” to your level’s figure, such as 8 for level 1; and “Activity window (months)” to 12. These settings are one for all your guns. Then, for each type of gun you hold, give one gun the next anniversary of your CR as its “Next activity deadline”, and move that date on a year each time it passes. The app counts the days you shot that gun in the 12 months before that date. It counts every day you logged that gun, at a club or not, while habitualidade counts only trainings and competitions at a club, so the app’s count can be higher than what your club can certify.

Its club requirement, set with “Occasions, any gun”, can also count the days you mark as club sessions over the last 12 months, with any gun. The app counts days, not events, and does not tell trainings from competitions, so the competitions levels 2 and 3 ask for are yours to track. It judges one 12-month window at a time, so keep your club’s records for all three years of the CR. The app exports your sessions as a PDF or CSV report, but the proof the Polícia Federal accepts comes from your club (IN DG/PF 311/2025, art. 72).

Frequently asked questions

10 questions

Who issues the CAC registration now, the Army or the Federal Police?

The Polícia Federal, since 1 July 2025, under a cooperation agreement the decree provided for; its units opened the services state by state until 29 August 2025 (Decreto 11.615/2023, art. 6; IN DG/PF 311/2025, art. 86; Portaria DG/PF 19.040/2025). The Army still registers shooting clubs, authorises guns of restricted use after the PF, and controls reloading machines and other inputs. Before it took over, the PF said that at first ammunition and accessories would stay with the Army.

How many sessions do I need for habitualidade?

At level 1, at least eight trainings or competitions at a shooting club, on separate occasions, every 12 months, with a gun of each type you hold. Level 2 needs 12 trainings and 4 competitions, and level 3 needs 20 trainings and 6 competitions, some of them above club level (Decreto 11.615/2023, art. 35).

Do competitions count towards habitualidade?

Yes. At level 1 trainings and competitions count alike. Levels 2 and 3 need a set number of competitions besides the trainings, two of them at state level or higher for level 2 and national or international for level 3 (Decreto 11.615/2023, art. 35).

Can I buy a gun at 18?

No, not a firearm: buying one takes 25 years of age (Lei 10.826/2003, art. 28; Decreto 11.615/2023, art. 15, I). From 18 to 25 you can hold a CR and shoot the club’s firearms, or, under IN DG/PF 311/2025, a registered one another sport shooter lends you.

How long is the CR valid?

Three years from its grant or last revalidation; apply to revalidate at least 30 days before it expires (IN DG/PF 311/2025, arts. 17 and 22). A CR granted or revalidated under Decreto 9.846/2019 keeps the term it was given.

When must I renew a CRAF issued before July 2023?

If it was still valid on 20 July 2026, by the deadline for your birthday month, from 31 August 2026 to 2 August 2027 (IN DG/PF 311/2025, art. 81-A, added by IN 330/2026). Until then the CRAF stays regular, as long as you keep meeting the clean-record and handling requirements. Missing the deadline leads to the steps of Decreto 11.615/2023, art. 26, and can also expose you to criminal penalties.

Do I need a licence for an air rifle in Brazil?

Neither the Estatuto nor the decree asks for a licence to own one of 6.35 mm calibre or less. Up to that calibre, air rifles and air pistols worked by compressed gas or a spring are of permitted use, and a sport shooter may have one entered on the CR on request; above it they are of restricted use and follow the decree’s rules, which draw the line by calibre with no energy limit (Decreto 11.615/2023, arts. 11 and 12, II). Whether sport shooting with air guns alone needs a CR is not settled: the decree’s sport shooter shoots with a firearm or compressed air, and the Polícia Federal requires registration for sport shooting except airsoft and paintball, but the decree’s article on sport shooting is written for firearms (Decreto, arts. 2, XVII, and 34; IN DG/PF 311/2025, art. 15). The Army’s Portaria 56-COLOG/2017 exempts individuals who use air guns from registering with the Army (art. 2 § 1º, II, a, as worded by Portaria 41-COLOG/2018); its regulation of controlled products has not done so since 2023.

What happens if I do not meet habitualidade?

The CR is not revalidated, unless the Polícia Federal accepts force majeure, and it is cancelled. You then have 90 days to transfer or hand in your guns, and can apply for a new CR only after 12 months (IN DG/PF 311/2025, arts. 22, 31 and 75).

May I carry my firearm to the club?

Only transport it, with a guia de tráfego from the Polícia Federal: unloaded, with the ammunition in its own container, on the route the guia states. It is not a carry permit (Decreto 11.615/2023, arts. 21 and 33; IN DG/PF 311/2025, art. 38).

What does it cost?

The gov.br service pages list R$ 100 for the CR, R$ 50 to revalidate it or to change level, R$ 25 for each purchase authorisation, R$ 20 for a guia de tráfego, and R$ 88 for each gun’s CRAF and for its renewal. Most of these are the Army’s controlled-products fee under Lei 10.834/2003, and the level-change fee is paid through the Army’s site. The psychologist and the instructor charge on top, within the caps of Lei 10.826/2003, art. 11-A.

This page explains the rules; it is not legal advice. CRAFs issued before July 2023 are being renewed by birthday month until 2 August 2027, and the Polícia Federal is moving CAC services from Sinarm-CAC to Portal PF.
