Gun licence for sport shooting in Türkiye
This guide covers the licence for a target-shooting gun in Türkiye: who may hold one, the health board report, the amateur athlete’s licence a sport gun is used with, taking it to the range, renewal, passing it on, and what happens if you lose the right. Every rule names the article it comes from.
The law is 6136 sayılı Kanun (Law No. 6136) of 1953, and the detail is in its regulation, Yönetmelik 91/1779; the health report has its own regulation since 19 May 2026. There is no activity requirement: a gun registered as a sport gun is held on an ordinary possession licence, and the athlete’s licence comes in when you use it and when it passes to someone else.

Your first licence, step by step
Health report, application, purchase, licence
- Get a health board report from a health provider the Ministry of Health authorises (Sağlık Raporları Yönetmeliği md. 15). See the health report below.
- Apply to the licence unit of the police where you are legally resident, or of the Jandarma in its area; for a gun kept at work, where the workplace is (Yönetmelik md. 4 and md. 85). You can apply in person or online (Yönetmelik ek md. 7), or by proxy (Emniyet’s FAQ).
- Bring a biometric photo taken in the last year, the health board report, your fingerprints, a certificate that you have no overdue tax debt above the amount the Ministry of Treasury and Finance sets, the fee receipt and proof that the card fee is paid (Emniyet’s FAQ). The regulation no longer asks for a criminal record certificate (Yönetmelik md. 15, as amended in 2017).
- If you meet the conditions, you get a Silah Satın Alma Yetki Belgesi (purchase authority), valid for six months. With it you buy the gun yourself from a public body authorised to sell guns (Yönetmelik md. 22).
- The invoice is valid for 60 days and states the period within which you must apply for the licence. Within it, take the gun to the licence unit; its details are copied onto your licence. If you do not apply within that period, the regulation says adli işlem (judicial proceedings) follow (Yönetmelik md. 22, as worded in 2021). Since 30 November 2024 the law sets an administrative fine, 10,000 to 25,000 lira in the 2024 text and raised every year, for holding or carrying a gun in breach of its duties in licensing after a purchase (Kanun 6136 md. 13, fifth paragraph). The texts do not say which applies to a late application.
- The governor (vali) decides, or a deputy or district governor (kaymakam) where the power is delegated; the police or the Jandarma prepare the file (Yönetmelik ek md. 2 and ek md. 5).
The fee for a possession licence in 2026 is 60,147 lira (Harçlar Kanunu, tariff 8, VI-16(b)), and the licence card costs 1,250 lira (Emniyet’s FAQ). Sport guns pay the same fees as any other gun (Yönetmelik md. 48). Fee amounts are raised every 1 January, by the revaluation rate unless the President sets another figure; for 2026 the rise was 18.95 percent (Harçlar Kanunu, mükerrer md. 138; Harçlar Kanunu Genel Tebliği No. 98, md. 3).
The regulation defines sport rifles and pistols (firearms; for air guns, see Air rifles) as guns whose calibre and other features meet the rules of the international shooting union (UIT, now ISSF), fit for competitions and international military competitions, and used only for sport (Yönetmelik md. 2). It does not say how a gun comes to be registered as one, or whether you must hold the athlete’s licence before you buy one. The police’s own circular on gun licences is not public. Ask the licence unit, and your club, before you buy.
No licence is given, and an existing one is cancelled, if you are under 21, under guardianship or barred from public service, have a psychological, neurological or physical disorder, or are under a protection order under Law No. 6284 (for its duration). The same applies after a final conviction for any crime with a firearm; a final sentence of more than a year in prison for any crime not committed by negligence, even if converted to a fine; or crimes such as theft, fraud, drug offences or intentional injury with a weapon. So too for anyone convicted of giving their licensed gun to someone else, even for a while, and anyone who misused a sport federation’s guns (Yönetmelik md. 16).
For most of these convictions the bar lifts five years after the sentence is served, once your rights are restored. It never lifts for terrorism and crimes against the state (Yönetmelik md. 16), or for a crime committed with your own licensed gun, or careless keeping of it that let someone else commit a crime, a suicide or a suicide attempt (Kanun 6136 md. 9).
The health board report
A full board of seven specialties
Since 19 May 2026, the health report for a gun licence follows the Sağlık Raporları Yönetmeliği (the Health Reports Regulation). A tam teşekküllü sağlık kurulu (full health board) judges your physical and mental fitness to use a gun (md. 15). It sits under the chief physician, or a doctor the chief physician appoints, with specialists in internal medicine, general surgery, eye diseases, ENT, neurology, psychiatry, and physical medicine or orthopaedics (md. 9). What each specialist checks:
- Orthopaedics: that you can make the gun ready, use it safely and grip it fully, with both arms; holders of the Gazi title are exempt from the both-arms rule (md. 16).
- Neurology: no positive report with epilepsy, dementia or narcolepsy, or with movement disorders, tremor of the hands or other conditions that stop you handling a gun (md. 17).
- Eyes: at least 0.6 in the better eye, with or without correction, no double vision, no defect in the central 20 degrees of its visual field and no drooping eyelid over it. Anyone with a condition that can worsen sight over time, such as cataract, must have an eye examination every year (md. 18).
- Ear, nose and throat: that you hear sounds around you and can tell where they come from (md. 19).
- Psychiatry: never with a psychotic or mood disorder, an addiction to drugs, gambling or alcohol, an organic mental disorder, a past suicide attempt or scars of past self-harm, or a personality disorder with impulse-control difficulties or an impulse-control disorder, even if treated. Depression, anxiety, OCD, trauma disorders and ADHD still under treatment block a report until two years have passed without symptoms or treatment, and the decision on recovery comes after at least three months’ follow-up (md. 20).
- Internal medicine: no illness that affects consciousness or has left you severely debilitated (md. 21).
Where a condition may worsen, the board can make the report conditional on a follow-up examination, which the unit that issued your licence then tracks (md. 22). A shotgun licence needs only a single doctor’s report (md. 23).
The activity requirement
None · in its place, the athlete’s licence
Türkiye has no activity requirement. Neither the law nor the regulation sets a number of sessions, a membership period or a participation test for getting or keeping a possession licence.
What stands in its place, for a gun registered as a sport gun, is the link to the amateur athlete’s licence:
- At ranges, matches and training, the gun may be used only with its licence and a valid amateur athlete’s licence on you (Yönetmelik md. 47).
- The athlete’s licence needs a vize (validation) for each season, the calendar year, before you may take part in the federation’s activities and competitions (the federation’s Sporcu Lisans, Vize ve Transfer Talimatı, md. 4 and 8).
- A sport gun may be transferred to someone who holds an amateur athlete’s licence, and an heir who takes one must hold the licence (Yönetmelik md. 48).
Whether you must hold the athlete’s licence to keep the possession licence itself, rather than to use and pass on the gun, is not stated in the texts. The law does oblige you to tell the authority within six months if the reasons your licence was given no longer exist (Kanun 6136 md. 6).
The athlete’s licence
From the youth and sports directorate, validated each season
The law behind it is the Gençlik ve Spor Hizmetleri Kanunu (Law No. 3289): an athlete needs a licence to take part in competitions, it is refused without a health report showing you are fit for sport, and it can be held through a club or as an individual (md. 22).
The regulation still names the Gençlik ve Spor Genel Müdürlüğü as the issuer. That body’s sport services passed to the Ministry of Youth and Sports in the reorganisations of 2011 and 2018 (Kanun 3289, notes to its title). Today you apply to the ministry’s provincial or district directorate of youth and sports, which issues the licence (Sporcu Lisans, Vize ve Transfer Talimatı, md. 6; the federation’s FAQ).
- Age: 9 to 90 under the federation’s licence instruction; its FAQ gives 10 as the age to start (Sporcu Lisans, Vize ve Transfer Talimatı, md. 5).
- Documents: a health report showing you are fit for sport and competition, two current photos for an individual licence or three for a club licence, a document from the club for a club licence, and a parent’s or guardian’s written consent under 18, which can also be given through e-Devlet (md. 5).
- Foreign athletes: only when legally resident in Türkiye or holding a residence permit of at least a year (md. 14).
- Cost: the first shooting licence is free (the federation’s FAQ). The yearly validation is free for club athletes; individual athletes pay a fee equal to a day’s travel allowance for a civil servant of grades 1 to 4 (the licence instruction, Ek-4).
- Validation: each season, with a written statement that nothing in your health stops you doing sport; the ministry does it through its IT system (md. 8).
The federation is the Türkiye Atıcılık Federasyonu, under its statute of 1 July 2025. Its licence and gun instructions were issued by its predecessor, the Türkiye Atıcılık ve Avcılık Federasyonu. They stay in force, where they do not conflict with the statute, until the federation issues its own (Ana Statü, geçici md. 1), and it has been issuing new instructions during 2026.
Ranges and transport
Transport permit, athlete’s licence, empty and packed
At atış poligonları (shooting ranges) and at shooting matches and training, a sport gun may be used only with its licence and a valid amateur athlete’s licence on you (Yönetmelik md. 47). In the regulation’s words, the Gençlik ve Spor Genel Müdürlüğü issues an antrenman ve müsabaka izin belgesi (training and match permit) in advance, a separate one for each training session and match, naming the place and the day (md. 47).
- A sport firearm is on a possession licence, so it needs a nakil belgesi (transport permit) from the district or provincial governor to leave the home or workplace, a range trip included. The regulation allows the move when it is necessary, and the gun may leave only on the days and the route the permit names (Kanun 6136 ek md. 7; Yönetmelik md. 4; Emniyet’s FAQ).
- The regulation and the federation add conditions to that: the athlete’s licence; the gun empty and packed, in the glovebox or the boot of the car, and never carried on the person; and, in the federation’s instruction, your coach’s monthly schedule of training days and times, or the competition programme (Yönetmelik md. 47; Spor Faaliyetlerinde Kullanılan Silahların Belgelendirilmesi ve Taşınması Talimatı, md. 5 and 6).
- Visiting foreign competitors may bring up to three target rifles or pistols for each discipline, with up to 500 rounds for each gun, for competitions held by the Ministry of Youth and Sports (Kanun 6136 ek md. 4; Yönetmelik md. 43).
How the regulation’s per-session training and match permit is issued today is not stated in the texts; ask your club or coach.
Licence term and renewal
Five years · six months to renew
A possession licence is valid for five years from approval and is renewed every five years, for a renewal fee, if the conditions for it still hold. The new term runs on from the end of the old one (Kanun 6136 md. 6; Yönetmelik md. 3).
You are told the end date when the licence is issued. Apply for renewal, with the documents asked for, to the mülki amirlik (the local governor’s office) where you live, within six months after the end date (Yönetmelik md. 3; Emniyet’s FAQ).
If you do not renew within those six months, the licence is cancelled without any further step and the gun must be transferred. The same person can have it licensed again only after paying the administrative fine the law sets, 3,000 lira in the text of Kanun 6136 md. 6 and raised every year by the revaluation rate (Yönetmelik md. 3 and md. 17; Kabahatler Kanunu md. 17).
The law also fines holding or carrying a gun in breach of its duties in licensing or renewal after a death, a change in health, a conviction, a confiscation, a purchase or a transfer: 10,000 to 25,000 lira in the text of 2024, raised every year by the revaluation rate (Kanun 6136 md. 13, fifth paragraph; Kabahatler Kanunu md. 17). Whether a licence that simply lapsed falls under it, the text does not say.
The amateur athlete’s licence is validated separately, each season (see above).
How many guns
No number set · 200 rounds a gun a year
Neither the law nor the regulation sets a number of guns a private person may hold. The law takes it for granted that a person may own several (Kanun 6136 md. 6).
- If your gun is stolen or lost a second time, a new licence may be given for one gun only, and another once that gun is transferred; your other guns’ licences are renewed as before. A third time, your licence is withdrawn and you are given none for five years from the loss; after that, a licence may be given for one gun only (Kanun 6136 md. 9).
- On a written application to the governor’s office you may be allowed to buy up to 200 rounds a year for each licensed gun: you get a Mermi Satın Alma Belgesi (ammunition purchase document) and buy in person, showing your licence; the Minister of the Interior can raise the figure up to fivefold (Yönetmelik md. 24). Ranges keep their own ammunition, used on the range (md. 65 and 66).
Selling, lending and inheriting
Notary, new licence first · lending restricted
A licensed gun may be sold or given only to someone who can be granted a licence. The contract is made before a notary, and the gun may not be handed over until the new owner’s licence is issued. The authority’s document for the notary is valid for six months, and the new owner must apply to the licence unit, with the contract, within 60 days (Yönetmelik md. 21).
A gun documented as a sport gun may be transferred to someone who holds an amateur athlete’s licence (Yönetmelik md. 48). The article does not say in so many words that it may go to no one else, but that is how it reads.
The law forbids a carry-licence holder to give the gun to anyone else, even for a while (Kanun 6136 md. 9). For any licensed gun, a conviction for giving it to someone else, even temporarily, cancels the licence and bars a new one until five years after the sentence is served and your rights are restored (Yönetmelik md. 16). Whether someone else may shoot your gun at the range with you is not stated in the texts; ask the range.
When the owner dies, the licence is cancelled and the gun is taken into custody. The heirs are notified; within six months, with the consent of all heirs, the gun can be transferred to the heir who asks for it or to a third person. If it is not licensed to an heir or transferred within that time, it goes to the courts for confiscation (Yönetmelik md. 18). An heir who takes a sport gun must hold an amateur athlete’s licence (md. 48).
Shotguns, air guns, hunting rifles and antiques
Different rules
- Shotguns are outside Kanun 6136 (md. 4). Under Law No. 2521 you need a yivsiz tüfek ruhsatnamesi (shotgun licence) from the district or provincial governor to buy, carry and keep one, and it does not replace a hunting certificate (avcılık belgesi). The law says it is issued once (Kanun 2521 md. 9), but its regulation issues it for five years and renews it on the five-year fee and the same documents, a new doctor’s report included (2521 Uygulama Yönetmeliği md. 10, as worded since 22 April 2009). It needs a single doctor’s report (Sağlık Raporları Yönetmeliği md. 23), a fee of 1,457.10 lira in 2026 (Harçlar Kanunu, tariff 8, VI-16(c)) and a card fee of 750 lira (Emniyet’s FAQ).
- Air guns: see Air rifles below.
- Rifled hunting rifles: a holder of a hunting certificate gets a carry licence for a rifled hunting rifle, anyone else a possession licence (Yönetmelik md. 47). A rifled hunting rifle may not fire in full or semi-automatic (md. 2).
- Antique guns get a possession licence only, and moving one for a display needs a transport permit (Yönetmelik md. 59). No collector’s licence was found in the law or the regulation.
Air rifles
Licence-free, no purchase document
- Licence-free
- Law No. 2521, not Kanun 6136 on firearms, covers air guns, as spor ve nişan tüfek ve tabancaları (sport and target rifles and pistols): air- or gas-powered, ateşsiz (with no powder charge) and meeting international standards. It asks a licence and a purchase document only for shotguns, sets no energy or calibre limit and does not punish carrying or keeping one for your own use. Emniyet’s FAQ says both are allowed.Kanun 6136, md. 1 and 4; Kanun 2521, md. 2, 3, 8, 9, 11 and 13; Emniyet’s FAQ
- Age
- Law No. 2521 sets no age. The regulation under it gives no permit or document to make, buy, sell, carry or keep the guns it covers to anyone under 18, but no document is asked of the buyer of an air gun, and neither text says whether one may be sold to someone under 18. The age of 21 in this guide is for firearms.Kanun 2521, md. 8; 2521 Uygulama Yönetmeliği, md. 9 and 14; Yönetmelik 91/1779, md. 4
- Younger shooters
- Among its shotgun-licence rules, the regulation under Law No. 2521 lets someone under 18 with a shooting licence carry and use guns in a parent’s name or registered to the Gençlik ve Spor Genel Müdürlüğü or the shooting federation, at ranges or sport venues, with the federation’s special permit and under a parent, manager or official. Whether air guns count, it does not say. The federation’s own instruction differs; see Under 21.2521 Uygulama Yönetmeliği, md. 10, sixth paragraph; the federation’s gun instruction, md. 6 and 8
- Carrying and transport
- Emniyet’s FAQ says that in a village, town or city an air gun must travel empty, in a bag or case or in a vehicle’s boot. That is the police’s guidance: the regulation under Law No. 2521 sets the same rule, in nearly the same words, for shotguns. No nakil belgesi (transport permit) is needed, as that is for guns on a possession licence.Emniyet’s FAQ; 2521 Uygulama Yönetmeliği, md. 10(b); Kanun 6136, ek md. 7
- In public
- Carrying a weapon the law does not ban, without a licence from the authorities, where it can be seen in a park, square or street is fined 50 lira in the 2005 text, an amount raised every year by the revaluation rate. The law does not say whether an air gun counts.Kabahatler Kanunu md. 17 and 43
- Federation athletes
- The federation’s instruction lets its athletes carry the air pistols and rifles they use in training, camps and competitions with their athlete’s licence: not ready to fire, empty and in their case, in a vehicle’s glovebox or boot, with their pellets. As with all their guns, they must also carry their coach’s monthly training schedule or the competition programme, and may not carry the gun on the person.the federation’s gun instruction, md. 5 and 6
- Where you may shoot
- Not at game: air guns may not be used for hunting. Neither Law No. 2521, its regulation nor Kanun 6136 says where one may be fired. Firing a gun without need in or near a settlement, or on or towards a public road, bars you for good from the regulation’s documents and permits and the federation’s permits for sport guns, even without a prosecution. Whether an air gun counts, neither says.Kanun 4915, md. 6; 2521 Uygulama Yönetmeliği, md. 14(c); the federation’s gun instruction, md. 8
- Endangering others
- The Penal Code punishes firing a silah (weapon) in a way that endangers people’s life, health or property, or can cause fear, anxiety or panic: since 25 December 2025, one to five years in prison, raised by half where people are gathered. A weapon includes anything fit in fact for attack or defence, even if not made for it; the code does not say whether an air gun is one.TCK md. 6 and 170
- Hunting penalties
- Hunting with an air gun is fined 150 lira for each breach in the 2008 text, an amount raised every year by the revaluation rate. Hunting without a hunting certificate (avcılık belgesi) is fined 10,000 lira, and without a hunting permit 5,000 lira, in the 2026 text. Since 19 March 2026, a repeat within five years triples the fine.Kanun 4915, md. 6 and 24; Kabahatler Kanunu md. 17
- Seizure and the certificate
- Game wardens and law enforcement may seize an air gun used for hunting, and the local governor decides on its confiscation. A repeat of hunting with one cancels your hunting certificate, with no new one for two years. A new one then needs the fines and damages paid, and a repeat after that means none ever again.Kanun 4915, md. 20, 28 and 29
- Making and selling
- Making air guns outside a licensed factory carries three to five years in prison and 500 to 5,000 day-fines; selling or keeping them for sale, one to three years and 100 to 500. So does selling without a three-year satıcılık belgesi (seller’s licence), which the regulation asks of every seller, with monthly sales lists giving buyers’ addresses. The texts leave open whether that reaches air-gun sales, for which the law waives “this document”, or private sellers.Kanun 2521, md. 8 and 11; 2521 Uygulama Yönetmeliği, md. 9 and 10(a)
- Above the limit
- None. The regulation under Law No. 2521 requires the types of air gun allowed to be made to meet international standards, as its 2009 wording already did, and national standards too since 11 July 2025. Since then it also bars selling in Türkiye any that does not meet the standards and the conditions to be set by an Interior Ministry circular. No published circular has been found.2521 Uygulama Yönetmeliği, md. 4; Resmî Gazete 27208 and 32953
- Protection orders
- Under a protection order under Law No. 6284, no permission to carry or keep an air gun is given while the order lasts, and law enforcement (the police, the Jandarma or the Coast Guard) holds any you have until it is lifted.Kanun 2521, ek md. 1; Kanun 2692, md. 2
- Storage
- Neither Law No. 2521 nor its regulation sets a storage rule, and the crime of careless keeping that lets a child get hold of a gun is written for firearms (see Keeping a gun at home).Kanun 6136, md. 13/A
- Importing
- Emniyet’s FAQ lists the documents it asks for to import an air gun: a petition, the invoice and its Turkish translation, the product catalogue and, for a parcel sent through PTT (the Turkish post), the postal documents. That is the police’s guidance; the FAQ names no law for it.Emniyet’s FAQ
No change to the air-gun rules above was published in the Resmî Gazete between 19 March and 13 October 2026, and no bill to change them was found.
Under 21
Range shooting, club guns
No possession licence is given before 21 (Yönetmelik md. 4 and md. 16). Younger shooters still shoot:
- On a licensed range, anyone 18 or over may shoot the range’s own guns without a gun licence, and anyone younger with a parent or guardian present (Yönetmelik md. 66).
- The amateur athlete’s licence is open from 9, with a parent’s or guardian’s written consent under 18 (Sporcu Lisans, Vize ve Transfer Talimatı, md. 5).
- Guns registered to the provincial directorates of youth and sports, other public bodies or clubs are given to their athletes, and the federation’s guns to national-team athletes, provincial representatives or clubs, for training, camps and competitions. Each comes with a usage document valid for the period of the athlete’s licence validation (Spor Faaliyetlerinde Kullanılan Silahların Belgelendirilmesi ve Taşınması Talimatı, md. 5).
- Firearms lent by the federation or a provincial directorate must not leave the range, and are kept at the directorate’s ranges (the federation’s FAQ).
For athletes under 18 the federation’s instruction contradicts itself. It lets them carry and use guns documented in their parents’ names or registered to the federation, a club or another body, under the responsibility of a parent, manager or official (md. 6). It also lists those under 18 among the people given no permission to carry or use sport guns (md. 8). It also sits uneasily with the rules on lending: the law forbids a carry-licence holder to give the gun to anyone else, and a conviction for giving any licensed gun to someone else, even for a while, costs the licence (Kanun 6136 md. 9; Yönetmelik md. 16). Ask the provincial directorate or the club.
Air guns under 18: see Air rifles above.
Keeping a gun at home
At the licensed address · a child is a crime
- A possession licence is for a home or a workplace; a vehicle counts as neither. If you move house or workplace for good, you must tell the governor’s office, get a transport permit and have the new address put on the licence (Yönetmelik md. 4). Moving the gun to a new home or workplace without the permit is fined 10,000 to 25,000 lira in the text of the law (2024), an amount raised every year by the revaluation rate (Kanun 6136 md. 13; Kabahatler Kanunu md. 17).
- Since 18 August 2026, keeping a firearm so carelessly that a child gets hold of it is a crime, punished by one to three years in prison (Kanun 6136 md. 13/A).
- If careless keeping lets someone else commit a crime or a suicide or suicide attempt with your gun, the licence is withdrawn and you are never given one again (Kanun 6136 md. 9).
- Neither the law nor the regulation sets a cabinet standard for a private holder; the regulation’s locked steel cabinets are for ranges (md. 66).
If you lose the right to a gun
Seized · six months to transfer
If you fall under one of the disqualifications in Yönetmelik md. 16 after the licence is given, it is cancelled and the gun is seized. Within six months, taking your wishes into account, the gun is transferred to someone entitled to buy one; otherwise it goes to the courts. The same applies to a licence that lapsed because it was not renewed (Yönetmelik md. 17).
While you are prosecuted for some of the listed crimes, licence and renewal work is put on hold and the gun is held. Under a protection order under Law No. 6284, the gun is held until the order ends (Yönetmelik md. 16; Kanun 6136 md. 7).
You must tell the authority within six months if the reasons your licence was given no longer exist; not doing so is a ground for cancelling it, and a new licence then needs the administrative fine paid (Kanun 6136 md. 6; Yönetmelik md. 16).

Türkiye sets no activity count, so there is nothing the law asks the Shooter app to count. The app keeps a dated record of your sessions with each gun and exports it as a PDF or CSV logbook, which you can show your club or coach.
If you want a count anyway, for example of sessions with a gun before its licence’s five-year date, enter that date as the gun’s renewal date, and set Shots for an approved session, Sessions per gun and the Activity window (months). These three settings apply to all your guns. The app then counts, for each gun, the days in that window on which you fired at least that many shots with it. Until Shots for an approved session is set, it counts nothing; it has no Turkish defaults.
Shooter is not affiliated with the Emniyet Genel Müdürlüğü (the national police) or with any shooting association. The athlete’s licence is the ministry’s to issue, and the gun licence is the governor’s.
Frequently asked questions
10 questions
Do I need a sports licence to own a gun in Türkiye?
Not for an ordinary possession licence. But at ranges, matches and training a gun registered as a sport gun may be used only with a valid amateur athlete’s licence, it may be transferred to someone who holds one, and an heir who takes it must hold one (Yönetmelik md. 47 and 48).
How old do I have to be?
21 for a gun licence (Yönetmelik md. 4). From 18 you may shoot a licensed range’s own guns without a licence, and younger shooters may with a parent or guardian present (md. 66). The amateur athlete’s licence is open from 9 under the federation’s instruction.
Is there an activity requirement?
No. No rule sets a number of sessions or a membership period. What stands in its place is the amateur athlete’s licence, validated each season, which a sport gun is used with at ranges, matches and training.
Do I need a permit to take my gun to the range?
Yes, for a firearm. A gun on a possession licence needs a nakil belgesi (transport permit) from the district or provincial governor to leave the home or workplace, a range trip included, and only on the days and route it names (Kanun 6136 ek md. 7; Yönetmelik md. 4). A sport firearm travels empty and packed, in the glovebox or the boot (md. 47).
How much does a gun licence cost?
In 2026, 60,147 lira for a possession licence, plus 1,250 lira for the licence card (Harçlar Kanunu, tariff 8, VI-16(b); Emniyet’s FAQ). Sport guns pay the same. The amounts are raised every 1 January; for 2026 by 18.95 percent.
How long is a licence valid, and how do I renew it?
Five years. Apply for renewal within six months after the end date, with the documents asked for. If you miss that, the licence is cancelled, the gun must be transferred, and a new licence needs the administrative fine paid first (Kanun 6136 md. 6; Yönetmelik md. 3).
What does the health report check?
A full health board looks at both arms, neurology, eyesight (at least 0.6 in the better eye), hearing, psychiatry and internal medicine. Epilepsy, dementia, addiction, a psychotic or mood disorder or a past suicide attempt rule out a positive report (Sağlık Raporları Yönetmeliği md. 15–22).
Can a foreigner get a gun licence?
Not a possession licence: that right is given to Turkish citizens (Kanun 6136 ek md. 7; Yönetmelik md. 4). A foreign national with work and residence permits can be given a carry licence only on life-safety grounds and on reciprocity, not for sport (Yönetmelik md. 7). Foreign competitors may bring up to three target guns per discipline, with up to 500 rounds each, for competitions held by the Ministry of Youth and Sports (md. 43).
Do I need a licence for an air rifle in Türkiye?
No, nor for an air pistol: air guns are outside Kanun 6136 and come under Law No. 2521, which asks no licence and no purchase document for them and sets no limit of energy or calibre (Kanun 6136 md. 1 and 4; Kanun 2521 md. 2–3, 8 and 9). They may not be used for hunting (Kanun 4915 md. 6), and Emniyet’s FAQ says that in a village, town or city one travels empty, in a bag or case or in a vehicle’s boot.
How many guns may I own?
The law and the regulation set no number. On a written application you may be allowed to buy up to 200 rounds a year for each licensed gun, a figure the Minister of the Interior can raise up to fivefold (Yönetmelik md. 24).
This page explains the rules; it is not legal advice. Fees and fines change every 1 January, and the police’s own circular on gun licensing is not public, so a licence unit may ask for more than the texts set out here.
